How can I move my balance in my PayPal wallet to my debit card? It appears to only allow me to choose bank account, but a note above it says "use your debit card for a fee"?
If the card is eligible it will be shown as an option for withdrawal. (Does your card have a Visa or MasterCard logo?)
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
