Debit Card Number Apparently Wrong

I'm trying to enter a new card to my account and it says my card number is wrong. I've checked it many times and had others check and called my bank and nothing is wrong with it. I've also trid to call Paypal customer service and it will not allow me to.

Paypal does not do business with some banks,like banks which only exist in cybespace
