If I close my account, will my paypal.me link and email be able to be used with other accounts?

If your intention is to close your current PayPal Account and open a new PayPal Account down the road - you will need  a new email address and new PayPal.ME link. (PayPal retains old email addresses, etc. as part of their fraud protection actions - it's actually for your protection.)
