Cant send payment message??

I created my paypal account this morning; currently trying to send money to a few different merchants. the first payment worked with no hiccups, the second payment came up with a "We can’t send your payment at the moment" message with an orange exclamation mark. i verified my email address and then the payment worked fine. 

the third payment is not working at all and i get the same message as before every time i try. the FAQ page did not help fix this issue, and im wondering if there is something i may be missing? I have not used paypal before so could my bank account have been flagged or something?

Have added my debit card, payment went fine, thanks!
