Cannot transfer funds from bank onto PayPal?

Good day, 

I've tried for days now searching for tutorials on how to transfer funds from my local bank account onto PayPal. The option of "transfer funds" seems to be missing on my page. 

I'm not sure if there's something wrong with what I am doing or is it because of the type of account I have. 

In any case, my paypal account just feels like a 1 way road with no way to top up.

What bank?

Is your bank acocunt properly confirmed with PayPal?

Well, I currently live in the Philippines and my bank is BDO (Banco De Oro) 

Yes, I believe it has already been properly confirmed with PayPal since they've sent me mail saying I can now use the bank for my transactions. 
This is actually the 2nd bank I've linked onto PayPal.
