Cannot add new VISA debit card

Just  got a new card and tried to add it but this error message comes up every time:

"We were unable to verify this card. Please review and make sure that the information you entered is correct. If the problem persists, please enter a different card."

 

I already tried adding it several times last week and this week. Any idea why it isn't working and how I can resolve this? It's a VISA Debit card. And yes, I double and triple checked the numbers. Thanks for any help. 🙂

Is this a prepaid type card?    If yes, have you registed both your name and address with the card issuer.  Note, the name and address must be the same as what you used to setup your PayPal Account, else the card won't be accepted.
