Cannot add debit card or bank account

Hoping someone on here can assist me.
I use to have a PayPal account under a different email. I can no longer access the account (even though I still receive emails from PayPal there), so I had to open a new one. I tried to add my debit card (the only one I have) and my bank account, and it will not allow me to add them. I tried calling Customer Service to see about either getting my old account reinstated (preferable) or getting my information taken off that account and adding it to the new account. Anyone know of any other ways I can get this resolved, and quickly?
