Can't Add Bank Account

My paypal account is limited for several months now. I have a balance over 350usds in the account which Iw ould like to withdraw. However when I try to add my Us bank account to my Sweden paypal account I get an error that says I can not add the bank account at this time.

Common issues you might encounter when linking a bank account:
* The bank account must be a U.S. bank.
* The bank account can’t be linked to more than one account at a time.
* The bank account can't be linked if it has already been linked to 3 previous PayPal accounts.
* The name on the bank account must match the name on the PayPal account.

PayPal can confirm accounts from most banks and credit unions however, there are some banks that are not compatible with PayPal, including most online only or prepaid bank accounts.
