Business set-up process bug! Can't finish as already finished! What a loop!

At Business set-up process:
Can not get fourth step done: Raise limits to move money more easily
Because after I click the link in it shows: Completed.
But it's not showed v (complete) at Business set-up page. Which makes it impossible to finish business set-up!

I called paypal help, but the hello-girl know nothing about it!
