If you set up sales tax for a PayPal account, does that apply to everything that goes through PayPal for that state?
I want to be able to have sales tax applied when people purchase items from my store, but I also need to create a Buy Now button for services, that does not add sales tax.
Is there a setting in the button definition that will override any sales tax set up on the PayPal account?

You can set PayPal to collect sales by according to state where purchased.
Check with your state taxing authority for the amount and when exemptions are permitted. PayPal does not manaage exemptions within a state.
