You don't necessarily need a bank account or card to receive payments. However, you will need a confirmed bank account or a debit/credit card to transfer payments. For example: If you don't have a bank account or credit/debit card linked to your PayPal account, you can still receive payments from a customer. But, to add money to your PayPal account, you will need a bank account or debit/credit card. The ultimate answer: No, you do not need a bank account or debit/credit.
