Account permanently limited under 18 with no way to recover

Hello, my acccount has been permanently limited since last year for being under 18, now I'm legally 18 and wish to open a new account.
Is there any ways to remove the blanket ban on my personal + financial info and move them into another account without risk getting the new one limited? I have tried contact support by both e-mail and phone and they either never replied or said I cannot use your services *forever*. (by phone, which is frankly **bleep**)
