Account limited due to Paypal not checking my Identity Document

Hi im from philippines,
Its been a long time since Paypal has been asking me to confirm my Identity, and i had sent them what they want,
My Passport, my ID, my bill utility, etc. They are all legible to read
It must be their dashboard or whatever. i read some articles about it needing to be reset.
They keep asking me to resend it over and over, and i keep sending the same thing, i was about to get **bleep** because they might not be checking it.
so i said **bleep** it. 2 months later, this happened, they limit my account.
Help, please, someone from paypal, can you PLEASE check my identity correctly already. my livelyhood is on the line here

- Account has been limited for longer than 7 business days in About Settings
- I tried to prove my identity but paypal keeps sending me e-mails that they other documents in About Settings
- No help from Resolution Center in About Settings
- Verify your identity in PayPal solutions
- Have uploaded document to verify identity but it is password protected in Ask an Expert
