Account limitations under review for over two weeks, no response from paypal

I made a sale on eBay, and after eBay released the funds and made them available on PayPal, PayPal immediately placed limitations on my account(how convenient). I have submitted all documentation needed to resolve the issues to PayPal, and while two of the three issues have the status of "completed", the issue of Address Verification has been "under review" for over two weeks. I have sent multiple messages to PayPal support, only to receive form responses to each and every message, simply telling me how to resolve limitations (all of which I have already done). What exactly do I have to actually do since PayPal support clearly will not lift limitations on my account or even respond to my messages? Any help would be appreciated.
