Account Limitations

Its been more than a month and my account shows up as has limitations. There is no information as what I need to do to resolve this. 

Contacted the customer service and they keep sending me the auto emails to go and click on resolve in the account.  

Sent multiple email to customer server to let me know how I can resolve it OR close my account and transfer it. 

Freaking tired of PayPal not answering my questions and sitting with my money.

Tried calling few times but the wait period is too long. After waiting 30-45 mins I give up
