About refund credit card

Hi, i added a new credit card to my credit cards list, so paypal made a charge (Twice) to the new credit card as usual. According to the e-mail and the paypal's page, they will refund the money charged to the Paypal's account balance in no more than 24 hours, but it's been more than that for now. My question is... Is this normal, the waiting and the 2 times that charge was done? Thank you.
