cannot use my card to finish my account

This Is The only card that I have that i can use. It is an American Express card and it is telling me that it cannot be used to use another card. I've tried to use It as debit, credit and prepaid. Why won't this work?!

I'm sorry to hear about the frustrating situation when linking a card to PayPal. Thanks for asking on the PayPal Community Help Forum. I'm happy to help! 

PayPal places a $1.00 USD authorization on a card each time it is attempted to be added to PayPal. If the $1.00 USD authorization is declined by the card issuing bank, a generic error message is provided and the card is not able to be added. You will need to contact the card issuing bank to ask why the card is being declined. Once the card issuing bank approves the $1.00 USD authorization, the card will be able to be added successfully.
