Suddenly requiring validation???

I have been using Paypal for about 2 years, and today it decided to flag me for needing to validate information. SSN, ID, Address, etc. I am completely confused, and want some things answered.
1.) I was given a 'case reason id' of: PP-001-915-536-985 There is the word 'reason' there, and I want to knwo what it is. But there does not seem to be a way to check what these numbers mean???
2.) There is a 'validate' address requirement, which I cannot provide with those limitations. I do have a permanent residence, but I do not pay any utilities or rent myself, and so my name is not on any bills. Could you accept the address from a paystub, or what about, packages that arrived yesterday that I paid for with this very account
3.) I know there is some way to fax excuses for these things, but I live in a village that is so small, it (as the title 'village' implies) does not even have its own zipcode or post office. I know of a total of 0 people who actually own a fax machine. Not even yard sales have them anymore, because everyone has already gotten rid of them. They have migrated to the scrab yard by now. Is there any way to do this without having to hijack a nearby medical facility??? Like, can't I just email a PDF or something??? I promise to make it pretty.
4.) Is this somehow affecting how I am paying on ebay??? It doesn't say it is a limitation (of which the only one listed is 'adding funds' to the paypal account) but I cannot pay with my bank account directly. Instead I must use e-checks. I actually got the odd e-check thing and then went to check out Paypal, and that's when I noticed the flag. And I have been having the same e-check response for all of the few purchases I made subsequently. Are they related??? If they are, why is it not listed on what is limited??? It is incredibly inconvenient.

Same here. I've had a PP account for a loooong time and now suddenly I need to verify my account.
To be sure, I faxed in the required info/docs last week and still haven't received any response or acknowledgment.
