Paypal won't link Citi Prepaid Debit Mastercard

It doesn't give any reason, it simply says it can't link the card and to try a different card :// this card is brand new and I just activated it.

I am  having the same issue with my citi Prepaid visa card.  I thought of maybe just linking it using a routing # and account  but apparently they are not issued with prepaid cards.
