Email problem

A strange issue and I've had no joy when I raised this with PayPal previously.  Basically, I cant register my email address with my account as I'm told it's already in use.  I can see the name of the person that has it registered and when people raise invoices for me to pay using my main email address - as happended today - I receive an en email no problem (it's my email address, obviously) but the saluation shows thisother person's name.  It's infuriating as I imagine they can't actually have my email address (I've not noticed anything suspicious on any of my accounts) but I cannot associate my own email address with my account.  Has anyone else had or heard of this type of issue and is there anything I can do?
