Bank Back Up for PayPal Debit Card

Anyone know why the option to back up your PayPal Debit Card with funds from your checking account is no longer an option in the debit card settings?

It's still showing up for me.  I just went into my PayPal profile, then into My Money, then I clicked on the Update link next to PayPal Business Debit MasterCard and that screenshot I linked to is what I see, which allows me to set the backup funding source to any bank account I have added.
