Account at 75%

My Paypal account says 75% but I can't get it to 100% since the mobile app step is not working how do I do this?? I have to go cancel some subscriptions. And I cant since my account is not on 100%

Really? Mine has been on 80% for years as i don't want the app and i have no problems.

Yes, I agree. Mine says 80% but I do not even own a cell phone. The programmer just makes an assumption that is a wrong misinterpretation which could confuse or disturb some people. Instead of percent, it should just ask "Do you want to use your smart phone with this account?"  and if selected NO, just add the 20% and/or show "Completed".
