can paypal receive money from someone in mainland China?

sorry for my bad english, 

if someone in mainland China has paypal account, can he send money to my account ? Can I actually transfer this money to my linked bank account after?

 

P.S. if he has to sign up international paypal account instead of the Chinese paypal account ?
