My buyer wants to pay for an item on ebay but he is getting stopped by a shipping quote question. I am e-mailing him the item so there is no shipping quote.

Sounds like somethings not setup right on your end. Unfortunately no one here can look at account details.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
