Not able to Pay in Sandbox account

Am working on express checkout (Express Checkout).

 

I can able to see the login screen and enter the sandbox account, after that am getting the below message.

We aren't able to process your payment using your PayPal account at this time. Please go back to the merchant and try using a different payment method.

 

paypal.gifPlease guide me how to solve this issue.
