so recently someone scammed me and I chargedback, the case is still open and I need to wait until 12/20/2017 before I can escalate the case to PayPal, so what would happen if I wanted to use my card on another account and I had to remove my card from my current account?
will the chargeback case get closed and will I just lose it?

You won't be able to remove your card until the dispute is complete.
After the dispute is concluded here are the steps for Removing a Card.
