unauthorized transaction case

This is my final attempt to get this resolved I tried resolution center, email and phone. 
 
First the background.. 
 
On Dec 28th 2017 I ordered 2 items from Bath and Body Works,  after I was charged the full price ($17.73) I was told that one item was out of stock and wouldn't be receiving said item but the only the other item instead.  
 
I IMMEDIATELY emailed them to cancel the entire order, I wasn't going to pay twice the product price in shipping. 
 
Guinea A. a "Customer Care Specialist" told me the order was canceled. "I have canceled the specified order as requested.  You will receive an email confirmation of this cancelation within 24 hours." is the exact working I have from the email I have right confront of me. 
 
2 days later I get a confirmation of my order being shipped and I was being charged $15.13. So I emailed them to tell them they already canceled my order why are they shipping this?   They tell me that just because a cancel request was put in doesn't mean it was canceled.  Long story short I had a long conversation with various "Customer Care Specialist" about how 2 days ago Guinea A. and the use of the word CANCELED and how it doesn't mean soon or pending or might not happen. 
 
at this point I was being charged $14.95 not sure where $.18 went but this isn't the last price change. 
 
While this exchange was happening I had tried to contact PayPal via phone and person on the other end couldn't find my account because you have my first and last name transposed...which still isn't fixed after 2 months of putting in a request.  So he hung up on me. Thanks. :thumbs_up: 
 
Phone getting me no where I used the resolution center and put in a claim, which locked my account and asked me for proof I am who I am.  Like I said name is still transposed.  I was told they're still looking into the name thing, these things take a while.  They did give me a temporary refund. 
 
In the nearly 2 months it took for PayPal to do what I did in less than a week I continued to email the seller at this point they began to become condescending claiming that I was confused and they would be happy explain which I responded with  
 
Ordered Items 
Charged for items 
One item wasn't in stock partial refund 
Canceled order 
Cancel confirmed by Guinea A. 
2 Days pass 
Item shipped anyway 
Told in short too bad 
 
At this point Chelsea T. another Customer Care Specialist refunded me the shipping bring the total to $4.96.  They also were going to attempt to intercept the package from FedEx refund me the rest of the price if they can interject it.   
 
The refunded shipping was never credited, when I asked where it was I was stonewalled with form letters of it taking 1-2 months to go through.  The other price adjustments were immediate, when I mentioned that I got the same form letter. 
 
I was fine with this resolution, I was drained from dealing with them and PayPal who while trying to up date them would just send unrelated from letter back...and my name is still transposed.  That was December 30th 2017. 
 
Come to tonight, February 11th 2018,  I get an email that PayPal has FINALLY come to a decision, I was in the wrong.  I had attempted to update them on the contact with the seller and how they were only going to charge me $4.96 and how they essentially admitted making a mistake but as I said I just got unrelated form letters and one email saying they're working on it.  Oddly the working on it was when I contacted them about my name!?!! 
 
I tried to contact them tonight telling them about $4.96 and how that should be the amount, I have proof from the seller not the $14.95 they're going to recharge me.  The 9.99 shipping still has yet to make an appearance from the seller either way.  I got a automated message that, in short, it's like if I asked why is the sky blue and PayPal replied "cheese" 
 
Take the $4.96 at this point I'm burnt, yes they admitted they messed up and yes I have the item so I'll pay for it since unlike Bath and Body Work's I'll do the right thing.    What is the right thing? not telling the buyer they're wrong and don't understand that "Canceled" doesn't mean canceled. On top of offering to send a return package to return the item. 
 
Yet PayPal charging me for an amount the seller even says is wrong and this took you two month to come to?? 
 
This is my last attempt to get the correct charge through PayPal then I'll got to my bank, after the history of this transaction and something simple as the issue with my name I'm not filled with a lot of hope.
