unable to validate your account information

On August, I updated my paypal account with a new email address and password.  It was confirmed and seemed OK.

However, today I received this message Sep 06, 2017 - seemingly from paypal.  Someone named plambing4 with a comcast email account.

Is it a scam or is it a valid request?

 

From: "PayPal"  
Sent: Wednesday, 

 Subject: [important]:Update Your Account Information Now
Your account has been frozen becouse we are unable to validate your account information. Once you have updated your account records. we will try again to validate your information and your account. Suspension will be lifted. this will help protect your account in the future This process does not take more than 3 minutes.To proceed to confirm your account details

Check the REAL email address of the sender to confirm it is NOT from PayPal.

Also hover over the link and you'll see the dangerous URL.

 

Check your PayPal account on your computer to see if there are any important messages from PayPal.
