how long should I wait before opening a dispute

I ordered from a chain store and it was one big headache. I was told I didn't place an order, and thought maybe I didn't until I saw the charge on my Paypal acct. The package was sent out to wrong address, and ultimately sent back to the shipper. It has been eleven days since they received the return. I sent an e-mail asking when I could expect the money to be refunded and was told the package needed to be scanned.I have documentation that they did receive the package. My question is how long is a reasonable time frame before filing a dispute?
