Why is dispute taking so long

I bought a Northface coat on Depop which I never received and seller ignored my messages. I opened a dispute with PayPal and the seller was given 23 days to respond, nothing! Will I receive a refund, PayPal have gone quiet?

Sellers do not have 23 days to respond.

YOU have up to 20 days to escalate the dispute to a claim.

If you do not do that then the dispute will 'time out'.
