Why does PayPal hide signature option for eBay transaction when shipping in USPS Express Mail?

I am so frustrated with stupid PayPal shipping. Yesterday I used PayPal shipping to send a package from eBay transaction in USPS Express Mail. There is no signature option in the form, but I know the fact that USPS Express Mail is insured for $100 and free signature, so I thought the package requires signature since the transaction is over $750. I printed the lable and sent the package to the post office. Today the packaged was delivered and left on recipient's porch without signature. I talked to PayPal's agent and she couldn't understand why the signature was not even shown in the shipping form.

 

Later I tried PayPal's multiple package shipping tool, the signature option is disabled even I set the insurance to maximum to $500 with USPS Express Mail. What's going on with PayPal's USPS Express Mail shipping? PayPal does not protect sellers who use USPS Express Mail?

 

PayPal needs to be responsible for protecting sellers by showing signature option in Express Mail shipping form. Or at least PayPal should warn the seller if a seller is using some shipping method not protected. Hiding signature option in the Express Mail shipping form is not acceptable because signature is offered by USPS for free, which is the default option in Amazon and eBay. I don't understand why PayPal does that, which really shows PayPal's immaturity. PayPal really needs to actively protect sellers and buyers, not encouraging or leading to fraud by which PayPal will lose commission. Not every user is experienced or reads tons of fine prints to make a transaction via PayPal. PayPal charges fee and should protect and help users.

 

So PayPal eliminates free signature option in USPS Express Mail by not showing users the option in the shipping form. How does a user know the free signature offered by USPS Express Mail is removed by PayPal? I checked with USPS and they don’t understand why PayPal does that, not to mention PayPal specialist.

Finally the buyer contacted me and she was puzzled by the fact that the package was left on her porch and no signature required. Anyway she received the package. Lesson learned that PayPal does not protect the seller if a seller ships a package in USPS Express Mail, which is nonsense.

 

Last year, I sent a package with signature required. The mailman delivered the package without asking for signature and the last tracking status was "Out for delivery" and the buyer claimed not received after a week. I filed a claim with USPS and they didn't even refund the shipping.

When signature is required I always use USPS.com for the label as there are various levels of signture requirements.  There is no discount, but the options for signature are clearly presented.

PayPal shipping goes through Pitney-Bowes to USPS so all USPS options willn not be available.  It's a limitation of Pitney-Bowes deal with USPS.

Thanks for you answer. I don't know about the deal between Pitney-Bowes and USPS. But you can use eBay for Express Mail to get signature option if the transaction is eBay. My point is that at least PayPal needs to show users the disabled signature option like multiple shipping. Otherwise it misleads users to signature is required especially for eBay transaction is over $750. Obviously it's a design or implementation flaw in PayPal. If something goes wrong, both PayPal and users will lose but users will lose more than PayPal's commission. PayPal, please fix the stupid flaw in Express Mail shipping form and warns users signature is NOT an option for whatever reason, instead of hiding the no signature fact.
