Someone recently has accessed my Paypal and sent away the 60$ I had in it, they sent it as friends and family so I couldn't dispute it?
What do I do?

If your account was hacked then you should still have the option to open a dispute for an 'unauthorised transaction' for that transaction even if it was f/f.
Advice is voluntary.
