Unknown paypal account has withdrawn money unauthorized from my nephew's checking account

My nephew has had 2 charges to his checking account from an unauthorized paypal user: 

DEBIT CARD DEBIT / auth #664529 02-06-2018 PAYPAL *JAGEX L <Removed> GB <Removed>

The bank is reversing the charges, but I need to notify Paypal that this is happening.  I don't see a category in the contact us to put this in.  Any suggestions?
