Transaction says "Complete", but seller says money is on hold.

So I was buying an item from a users listing in this app called letgo, and I paid using "pay for goods or service" and in my account, it says status Complete, but the seller says the money is on hold. whats up with that?

The transaction is under review - PayPal can hold funds for up to 21 days. There can be various reasons, maybe the seller is new, has not completed the the steps to "verify" there account or there's some other issue. We really can't say what the real reason is because this is a public community forum - not customer service.
