Software Never Created by Seller & PayPal Refuses Refund

I purchased a service of creation of software.
That software (an app) was never created.
PayPal refuses to offer a refund.
Does anyone in the community have any experience buying software (an app) but it never being delivered?

Have you tried to open a dispute, if you can't get in touch with the seller you can file an “Item Not Received” claim" . Dealing with digital goods can be a bit tricky. Additionally, how you made the purchase can affect your the claim. For example, you sent money as Friend and Family.

I opened a dispute and the dispute was dismissed by PayPal.
The seller was paid as a business not friends/family.
