Seller protection when posting to Kazakhstan

Hello,
I always send my eBay items via 'signed for' post to avoid people trying to claim the item wasn't received.
But a buyer has requested I post an item Kazakhstan. I have checked with the post office and they can track it out of the UK but not that it's signed for in Kazakhstan. Will my tracking out of the UK be enough evidence for Paypal if the seller claims the item is not received?
If it's not, I think I would just sell items to European buyers.

I doubt it and personally I wouldn't risk it.
