Hi. I have a dispute for a seller taking the money then saying "oops not in stock". Its been oner a month. They keep saying they cannot refund until I close the dispute. This seems shady. Is this standard?

Of course they can refund whilst the dispute is ongoing. If you had to close a dispute before they could refund what would be the point of a dispute process in the first place.

When they refund and it clears then the dispute closes automatically, if you close it now then you would not be able to open it again or open another one. Then the seller would more than likely ignore you.

If you have not already done so ESCALATE THE DISPUTE TO A CLAIM NOW and let paypal sort things.
