Seller lied stole my money defrauded USPS sent clothes as media mail

Seller charged & I paid $34.86 for postage. Per USPS Postmaster "the pkg did not receive the correct postage at the time of mailing". USPS opened the pkg for inspection, discovered it did not qualify as Media Mail. USPS changed to Retail Ground, @ $35.18. Seller paid USPS only 7.76 of the 34.86 I paid to her. Causing a $27.10 cash in hand surplus which she decided to keep, this resulted in the pkg arriving with a postage balance due of $27.42 which I had to pay if I wanted the item. (USPS charged 35.18 & subtracted the 7.76 = bal due of 27.42) I have paid a total of 62.28 postage.The correct total postage USPS charged was only 35.18 the difference is 27.10. eBay can't help because the pstge bal due was paid outside of eBay. Is there anything I can do? Thank you
