Shortly after making using PayPal to make a small purchase on-line ($2.50 for batteries), the credit card I have PayPal charge was hit with several fraudulent purchase attempts in Texas and Arkansas. Fortunately my bank noticed the charges were unusual and refused to honor the charges. Could the vendor have accessed my cc# via the PayPal charge process?

there is no way the seller knows your cc data, all he gets is an email that you have paid and he will see the transaction in his account,he has no way of knowing whether you paid with your paypal fund, bank fund ,credit or debit card.
