Scammed

I sent an expensive watch to be repaired in Detroit at what appeared to be a reputable business.  They claimed to have repaired it and sent it back to me via USPS.  The only thing they did was create a label but never brought the watch to a USPS office for shipping, this was on the 28th of December.  The Postal Inspector says the package was never brought to any post office and never entered the mail stream. This "reputable" business claims the post office near them is just slow and not to worry. I paid for the watch with Paypal credit and I'm now looking at two years of payments on a watch that appears to have been stolen from me.  I don't know what to do at this point, I'm retired and on a fixed income, it doesn't seem like I have any recourse or any way out of this.  Any advice?
