Ripped off by scammer, PayPal helps scammer!

I spent $185 on what was listed as "top notch" semi precious gemstones. When I received it, it was HORRIBLE! The best 10% of it, wasn't even top notch,, the very best was C- grade or worse. There is absolutely nothing that is good enough for my use! PayPal says they find the lying scammers description is close enough, call it top notch, send frikkin garbage, and PayPal lets it happen!! Who do I report malfeasance by PayPal to?

There is no gemstone certification grade of "top notch" so it really doesn't mean much.  You shoud have asked for a certified grading certificate and then done some research about the reputation of the seller.

PayPal did not evalaute the stone before it was shipped nor after it was received so PayPal has no way of knowing whether it was "top notich" or not. 

In future jsut do more research before doing an online purchase.
