Regarding Provisional Credit

I bought a solar lens for my telescope $19.99 w/ a price gouge on 2 day shipping for $25.00 to make the eclipse.

Lens showed up packaing damaged (smashed), Lens damaged (hazy), Lens didn't work with my type of telescope as advertised.

Provided photos of first two claims.

Any 1 reason is perfectly legitimate to request a refund let alone 3.

I ship back the lens at my expense as instructed. Whatever it was $2.85 (receipt in front of me lol)

Two days later seller offers to send me shipping label. I give them tracking #. It was already out for delivery. Received.

Seller issues partial refund of $19.99 via paypal. Avoids appropraite route of ebays return system.

They cry to ebay saying I "accepted" a partial refund. Case closed. 

I file claim with paypal. Wait til the clock runs out and paypal issues full refund (about an hour ago). I'm guessing robotic beings the partial was mentioned in claim.

NOW. I'm $19.99 heavy and have no direction to turn to protect myself.

IF I return said $19.99 and they dispute this claim I'm out EVERYTHING.

Can someone point me to a policy I haven't been able to find on my own that will back me up?
