At any time you can request a refund, but you only have grounds for it if the seller is late with the shipment. If you're concerned, I'd suggest you message the seller before you do anything else.

If you want a refund from seller then you need to request that the seller cancel and refund. Seller is NOT obligated to cancel and refund.
If you don't receive the item when expected, then file a PayPal dispute for item not received.
