I purchased a watch with PayPal and I sent the watch back for a refund. The seller has not refunded my account even though the watch was delivered via USP tracking #. I can't figure out how to talk to somebody at Paypal to resolve this matter.

When did u return the watch was it within the last 180 days?

 

If u are sure the watch has by now been received by the seller open a case via the resolution centre and upload the tracking number

Do not close it until u are happy with the outcome even if the seller asks u to

open a case of item not as described on Paypal and state you want to return the item,enter tracking number of y our return ,and escalate to get Paypal involved.

You may have to wait to escalate as Paypal allows seller days to respond.
