Recieved Email in French - someone hacked my account

I woke up to an email in french claiming that my password was changed and it appears that my sccount had been hacked and that someone was trying to take $1,000 from my personal bank account and move that money into my paypal account. How do I get rid of this? I changed all of my passwords and updated all of my security features.

What eventually happened? I just had the same thing happen to my PayPal acct. I called and put a claim against the transaction 2 days ago, but the money was missing from my checking acct this morning.
