Question related to disputing transactions

Here's something i've been wondering about. What happens when you send money to a person, that person spends that money, and then you dispute the transaction? I have achieved this before when I got scammed, the person I sent money to spent that money and then I opened a dispute and got my money back. Where does the spent money go? How does this work?

If you open a dispute and win and the seller refuses to refund then paypal will refund you under their buyer protection policy.
If the seller has funds in their paypal balance then they will seize that as part of your refund but if they have not then they put the sellers paypal account into negative and limit it until he pays them back again.
If he does not pay them back again then paypal 'may' pass the debt on to a debt collection agency for recovery.
Advice is voluntary.
