Please, help with an open case. I don't know how to contact pay pal.

Hello. I am currently on an open case. The buyer wants a refund and I was waiting for him to send me the item. He did but the track number he gave me is from a shipping he sent on the first days of october (the case opened later) and it doesn't work. I cannot see where the item is and it didn't arrive. I have told pay pal that I have serious doubts that the sent the actual item because he lied about sending in on september. Now pay pal thinks que made a new shipping but it is the old one and I don't know how to contact them to file a reclaim. 
In the case page I don't see any place to make a complaint and the only option I am shown is the one where I confirm the item arrived. 

I'm afraid the time running out to file the complaint. What can I do?
