Please help if possible I need options on how to solve this issue

What can I do when I pay someone using their email to pay them for an item and then they decide to block me after I made the payment. It was for an online account and the seller was advertising on twitter which I had to private message him to find out how to buy one of his accounts he told me he accepts payments through PayPal I did that and he blocked me so I went onto another account messaged his and respectfully asked for a refund even though I knew I wouldn't get it back I also tried emailing him if I can get my money back that would be great 😔

Open a Item Not Received dispute through the PayPal Resolution Center. The seller will need to provide tracking number for what they sold you but since this is digital goods, there is not tracking number to provide and there is no seller protection with digital goods.
