'Looks' as if you lost a chargeback dispute.
A chargedback is done via the buyers credit card company if they funded their paypal payment that way.
If so the c.c. company make the decisions and not paypal.
The c.c company also charge you their processing fee if you lose + the original chargeback amount.
I think that that is what it is showing.
Advice is voluntary.
