PayPal not accepting proof of delivery as proof of delivery

Hi all
This is more as a warning to all sellers taking PayPal as payment.
I have posted 5 items to one seller based in Spain and he has started a not received dispute on all five items.
All 5 packets were posted using Royal Mail International tracked and signed service and all 5 are showing as delivered. on Royal mails tracking service.
The buyer is claiming none were delivered
PayPal are now not accepting the information on the Royal mail site saying they were all delivered and they are not accepting it as even proof that I posted them
They have now asked me to produce photographs of the envelops showing delivery address and postage labels, even though in the UK the postage labels are added by the Post Office staff at posting, how was I supposed to photograph them once handed across the counter.????
PayPal are now enabling fraud on eBay by not accepting eBay's recommended method for secure shipping.
There is obviously nothing I can do about it now but wait for PayPal to give all the money back the their thief of a buyer.
Just be warned this is a new low even for Paypal

11.9 What is “Proof of Delivery”?
Online documentation from a postal company that includes all of the following:
- A status of “delivered” (or equivalent) and the date of delivery.
- The recipient’s address, showing at least the city/county or postcode (or international equivalent).
If you did not use ebay or paypals online postage then online tracking would not show an address and that is why they are asking you for that information.
Advice is voluntary.

I use Royal mail over the counter postage
The receipt given shows,
Date of postage
Time of postage
Postcode of receipient
Cost of Postage
Tracking number which when checked shows succesful delivery
All of the above is good enough for eBay, why not Paypal as well
Is this why the buyer opened the case with Paypal and not ebay as he knows its easier to scam a seller through Paypal rather than eBay.

Presumably because the buyer opened a paypal and not an ebay dispute?
If so then as they are 2 separate companies they have a different dispute structure.

this is a problem with over the counter shipping,your receipt does not show the buyer address,when he claimed he did not get the package,you have no way of proving it was delivered to his address,postcode covers an area with multiple dwellings,ther mail man could deliver to the wrong address in the same district.
sorry for your loss.
In USA,it is a good idea when a seller ships overseas,print the label online and keep the receipt which is printed on the same page as the shipping label as it shows date,cost,detail address of the buyer.
USPS does not keep all the tracking number online forever,if a chargeback comes back in 6 months,this receipt would be your proof you have shipped to his address.
If it is an expensive item,go to the USPS website and make a copy of the tracking data,showing it has been delivered.

It sounds like postcode is not good enough,postcode is like zipcode,it covers a large area with multiple dwellings.
Paypal wants the exact address of the buyer on your tracking evidence,thats why they want copy of the shipping label.
In USA,say I am the buyer and I live in zipcode 77082 ,address is 101 MAPLE STREET,but you ship to 908 Adams St zipcode 77082,I will never get the package although tracking may say it has been delivered.
next time ,use an online service for shipping label Or explicitly ask for tracking at the post office,you may have to pay more,but it would give you more protection

There's really no difference between eBay's policy and PayPal's in this regard. When you track the tracking numbers online, the tracking info shows all the required info, correct? Then it should work. I say you call again and speak to a proper dispute specialist or a supervisor.

postcode of recipient is not good enough,this is like our zipcode,it covers multiple streets and dwellings.
